Main Constituents and Their Functions

Board of Governors

The Board of Governors comprises of Minister of Economic Affairs and Finance as chairman, Head of Management and Planning Organization, Minister of Petroleum, Minister of Industries and Mines and Minister of Commerce. The Board sets policies of the Organization; approves plans, manuals and financial statements of the Organization; and appoints members of the Board of Executives Accounting and Auditing Standards and also the Organization's Code of Ethics and its disciplinary rules should be approved by the Board of Governors.

Board of Executives

The Board of Executives comprises of Chairman and Chief Executive Officer of the Organization and four or six expert accountants, all appointed by the Board of Governors. The Board is responsible for planning, organizing, preparing manuals, managing and execution of programs. Each Board member directs and supervises a part of the Organization's activities Exposure drafts of accounting and auditing standards should be reviewed and confirmed by the Board of Executives before submission to the Board of Governors.

High Supervisory Council

High Supervisory Council comprises of three expert accountants appointed by the Board of Governors and is responsible for continuous supervision of the Audit Organization's activities, review of internal control system, statutory examination of the Organization's financial statements and reporting its findings to the Board of Governors and where appropriate, regulatory bodies.

Specialized Committees

In order to perform its duties in the best manner, the Audit Organization has established more than 10 committees, comprising expert accountants to perform their duties under the Board of Executives supervision.

Technical Committee, a seven-member committee, is responsible for compiling technical and professional rules and presenting suitable solutions to clients’ urgent issues in accounting and auditing. Technical Services Department of the Organization is the task force for the execution of this committee’s responsibilities.

Training and Research Committee, a seven member committee, is responsible for planning of training, research and publications programs, and directing and supervising professional seminars Training and Research Department of the Organization is the task force for the execution of this committee’s responsibilities.

Disciplinary Committee, comprising four expert and experienced accountants and one Board of Executive’s member is responsible for establishing rules of professional ethics and reviewing ethical cases.

Other Committees. In order to perform its specialized duties by assistance of more experts, the Organization has established other committees, such as Strategic Planning, Law and Tax, Accounting and Auditing Standards Setting, Quality Control, Staff Promotion and Job Classification, Automated and Computerized Accounting Systems and Operational Audit, in addition to above mentioned committees.
